    INFLUENCE OF FREE DAY SECONDARY EDUCATION POLICY ON ACADEMIC PERFORMANCE OF RURAL PUBLIC DAY SECONDARY SCHOOLS IN KILIFI COUNTY

    Abstract
    In 2008, the Kenyan government introduced the Free Day Secondary Education (FDSE) policy with the aim of expanding access and retention of learners in public day secondary schools leading to increased enrolment in an environment of resource scarcity. The purpose of the study was to investigate the influence of FDSE policy on RPDSS KCSE mean score in Kilifi County. The study was guided by the following objectives: To analyze rural public day secondary Schools KCSE mean score before and after the implementation of FDSE policy; To investigate the influence of enrolment on RPDSS KCSE mean score; To establish the availability of teaching/learning resources; To establish the level of adequacy of students finance, To investigate adequacy of physical resources and their influence on KCSE mean score on RPDSS in Kilifi County. The study adopted descriptive survey research design. The target population was 375 subjects which included 34 principals and 340 teachers from RPDSS and 1 County Director of Education (CDE). Simple random sampling was used to select 7 schools, 7 head teachers, 68 teachers and purposive sampling was used to select the CDE. Structured questionnaires and interview schedules were used to collect data from respondents. Data on performance and enrolment were collected through document analysis. PPMCC was used to calculate the correlation between enrolment and RPDSS KCSE mean score. Reliability of the instruments was ascertained through test and retest method that yielded a correlation coefficient of 0.83 meaning data from the instruments were reliable. Data obtained from questionnaires and document analyses were analyzed using frequencies, percentages and bar graphs. The study found out that there was a decrease in KCSE mean from D+ to D .Mean enrollment increased by 6.8%, a strong positive correlation (r = 0.93) between enrollment and poor KCSE mean score was confirmed, teaching/learning resource, the students finance and physical facilities were found to be inadequate, The study vi recommended strict adherence to recommended class size of 40:1, timely disbursement and doubling the amount of student’s capitation
